Elaine Kamarck is a Senior Fellow and Director for the Center for Effective Public Management at the Brookings Institution. She has authored numerous publications, including "Why Presidents Fail and How They Can Succeed Again", served in the White House during the Clinton Administration, and worked as a Senior Policy Advisor on the Gore campaign. She received her PhD in political science from the University of California, Berkeley.
